This White paper by AQSim includes directions for calculating fugacities when a vapor phase is absent. OLI software calculates fugacities automatically when a vapor is present, and using thermodynamic equations the fugacity can be calculated indirectly using the Gibbs Energy of the component for a given phase, and Standard State Gibbs Energy for the component.
